I'd say he is doing a bit of low speed work. I used to love demonstrating this stuff when I was teaching on the old Motorcycle Training Program. Actually, I was banned from demonstrating figure 8s on the little Honda 250 beasties because I was grinding the pegs away. Geez, it was only a Honda!
Anyway he looks quite calm and all, so if he is about to have an off, at least he doesn't know about it (yet). I also like that he has correctly signalled his intention to turn, good job.

Okay ya bunch of f#cking 'experts', since I originally posted about this pic, I've heard all sorts of bullsh#t about how it was this & that.
Check the radial deformity of the front tyre, a tyre, even a radial does not deform like this unless there is a certain amount of speed involved (Unless of course the tyre is not properly inflated, guess it's a Breva rider so anything is possible).
The bars are turned the wrong way for a manoeuvre for any type of speed.
His body weight is on the wrong side of the bike.
This knob is crashing.
If a Breva rider would like to show me this on their bike to prove me wrong then please let me know, cause I wanta watch & laugh when ya stack it.
F#ck, nearly forgot to mention the footpeg is folded up, please, please try it as I need a laugh.

Footpeg doesn't look folded up to me.
Tyre deformity looks more than it actually is because of its own shadow.
Also any deformity is because he's panicked and touched the brakes (front suspension is compressed a fair way).
No, he's not about to lose it, just gave himself a fright and inadvertently reefed on the bars a tad.
It does look all wrong though, hey?
He's possibly braked to avoid either the Cali slowing him up, or the Griso that's parked because it ran out of petrol, with that small tank and all.
